Your despatch of 15th February Confidential

and your telegram of 21st Harck No 50 propose following

amendment/s supplementary agreement.

Article I substitute"under this supplementary agreement"

for "jointly".

Cancel Articles 2 3 and 5.

In Article 4 slight amendment substituting

for "said manager or superintendent engineer".

Article 10 is not affected.

Request company be pressed to arrive at a decision

without delay in regard to taking over. Colony now suffers/ing

from lack of essential comunication to which it is entitled such

as wireless telephones service to Shanghai and of facilities

equal to those of neighbouring stations. If company not ready to

proceed Goverment would desire to abandon agreansnt and prossed themselves with normal defalopment urgently required.
